This Obamacare mandate intends to drive physician compliance with government-defined "cost and quality measurements." This is " checklist medicine," says Galen Institute. A new McKesson opinion research study, The 2014 State of Value-Based Reimbursement shows that within five years two-thirds of payments for care are expected to be made based on value.

$23.7 billion = federal "meaningful use" incentive payments to doctors and hospitals for setting up and using electronic medical records as required by the Medicare administration, as of April 2014. Yet so far, "meaningful users did not consistently provide higher quality care," according to JAMA Internal Medicine June 2014.
Just went through this with my doctor: he was allowed to bill for six minutes to do this, but I'm 73 with three major health issues as an adult and it took about an hour. The doctor was required to do this, couldn't use a PA or nurse. Guess who paid for the rest of his time? Hint, it wasn't me directly but it will catch up to all of us sooner or later.
When will age of the patient enter into the value calculation?
At the rate this is all going within five years it won’t matter. There won’t be any doctors practicing.
