Juan McCain (so taken with a grain of salt) said that the SOFA was not reached because the Iraqi government rejected the number of troops Obama was planning on leaving in country...I think the number was 3,000.
The Iraqi government wanted 10,000 and didn't agree to 3,000 because that number would basically be worthless in maintaining the peace long term...
