The President did not look healthy, coherent and engaged in yesterday's presser. What is wrong with his right eye, which was almost closed?

I watched much of the President's speech on Iraq yesterday. During this speech he seemed borderline incoherent on why great leaders do certain things, and don't do other things, such as "it is not our place to install foreign leaders". He did this instead of laying out a detailed plan of action. It is almost like if someone asked me the time, and I started explaining pendulums and the mechanical advantage of the gears in the clockwork. The President appeared to ramble.
Also, did anyone notice the President's eyes? Lool at the photograph on Drudge (Headline: They Cannot Stay). His right eye appears to be almost swollen shut! Perhaps he has an allergy. Perhaps he is under some kind of medication, or has reverted to taking drugs. Citizens should have have the right to know if our President is Governing Under the Influence (GUI), and who is making the decisions he is not able to make if that is the case.
We the people have the right to know, as the middle east is aflame due to our President's inability to act.
Am I jumping to conclusions since I do not normally watch our President's news conferences?

Is he governing under the influence (GUI)? This is more serious than DUI, since it affects a whole nation, and even the world?
