U.S. intelligence agencies have repeatedly warned top government officials that Iraq's Shi'ite Prime Minister Nuri al Maliki and his policies were gravely antagonizing his country's Sunni population, two U.S. security officials said on Friday.
The officials said the warnings were contained in secret intelligence reports and analyses presented in the last two years to policymaking officials, including President Barack Obama.
This contrasted with public comments by the Director of National Intelligence, James Clapper, who in his annual presentation to Congress on "worldwide threats" in January made only bland references to religious tensions in Iraq.

The Sunnis who have joined with ISIS may have been alienated, but ISIS has nothing to do with Sunni/Shia rivalries.
ISIS hates anybody who wants to build a modern secular state in Iraq, and has killed probably as many SUnnis as Shiites.
The Obama regime wants to dismiss this as “sectarian warfare,” but it’s way beyond that, and Bambi is whistling past the graveyard. Actually, he’s not, because he knows perfectly well what’s going on, and he always supports radical Islam because it hates the West more than anybody else.
Let the Shias and the Sunnis beat each other to a pulp!
Iraq has a Constitution providing a parliamentarian style democracy, one that was highly approved by the UN and all Western nations, including the US. Short of assignation, how can foreigners (US & UN) make them violate the provisions of their Constitution?
Shi’ite Nuri al Maliki is a puppet for Shi’ite Iran.
Shi’ites Muslims and Sunni Muslims mutually want to Jihad / murder each other - since 680 AD - and everyone else.
