The IRS had a contract with email backup service vendor Sonasoft starting in 2005,according to FedSpending.org, which lists the contract as being for "automatic data processing services." Sonasoft's motto is "email archiving done right," and the companylists the IRS as a customer.
In 2009, Sonasoft even sent out a Tweet advertising its work for the IRS.

I wish this had legs but I don’t see it going anywhere. The state controlled “media” are more worried about U.S. Border Patrol officers meeting their sh*tty diaper changing quotas at the “humanitarian tragedy” fiesta going on along our southern border.
I’ve been saying this on every board I’ve been on, the government is required to archived. If the emails are lost, it’s on purpose. Some techie at that company was told to DoD erase and then destroy that hard drive.
Well, they could subpoena the relevant people at the archiving company to testify. That would be a good step.
When you write an e-mail, it goes to your server to be sent to the person you e-mailed. Your server keeps a copy of that e-mail, and of all your e-mails – sent and received. When you create all the folders in your e-mail program that you use to save e-mails in...these are also stored on your server.
I use Gmail, so my server is a Google server. These servers are large machines, and they most often run the Unix operating system.
Unix has several features for doing regular backups – both incremental ones and full backups. The standard operating procedure for any IT Systems Administrator is to create automatically – daily incremental backups and once a week did a full backup. Back then, store them to tape, and these tapes were then archived for future use if needed.
Lois Lerner’s e-mails exist on those backup tapes from her server. Focusing on her computer’s hard drive when emails are concerned is a RED HERRING.
Lois Lerner’s hard drive is not the only source for her e-mails. They exist on her server in the archived backups.
GO GET THEM !!
Still, if some IRS dude or dudette calls the archiving company and says “lose those backups”, their GONE. Disk, tape or stone tablet, their gone. Wouldn’t be surprised if a body doesn’t turn up.....
Investigate the company that did the archiving.

Also the ‘dead drive’ may be a red herring.
After much time and effort ther recover ‘not so much’.
Now that they have had time to rewrite the old emails.

What I don’t get is that email only a small portion of a typical management job. There had to be word docs, spreadsheets, proposals, written policies, presentations, job reviews, resumes, etc.. etc... We are expected to believe that you lose a hard drive you lose everything? Utter bull.
If all her documentation was backed upped on a file server, so was her .pst file. No IT person is stupid enough to backup everything but email (even if this seems a little redundant because they were using a mail server). You can never have enough backup.
The claim is that at the time emails were stored on a backup tape only for three months. And that tape was destroyed after 90 days.
O.K. even if true (as stupid as this sounds), why didn’t they immediately recover her emails from backup when the hard drive was replaced? It was replaced the same day of the crash.
Why even attempt to recover the files off of the hard drive? They had an intact backup at the time the crash. Every single email was on a backup tape at the time. Their explanation makes absolutely no sense. The sad part is we are too stupid to ask the right questions.
I heard Meagan McCardle (sp?) interviewed on NPR today, and it sounded a little fishy. She would like us to believe that the IRS server had room for only some number of MB of email data for any one person, and if they wanted to keep more than that, they’d have to download them to a file on their own computer which deleted it from the server.
That sounded awfully convenient, timewise, for Lois Lerner and awfully convenient, timewise, as a new reason just coming out today for why they weren’t on the big email computer in the sky. Oh, that’s right, awfully convenient, timewise, times six for the other people who happened to be doing “personal archiving” at the same time.
Ah here we are. (BTW, can we pass a law to allow us to scream at somebody who begins an answer to a question with “so...” ?)
“So what they did was bad IT management, but it is not uniquely bad IT management. Basically, what they had done is they had set the server so that in 2009, only 150 megabytes worth of mail could be stored in a mailbox. The result of that was that people either had to delete or archive their email. And where they archived it was on their local hard drive. What they say happened is that Lois Lerner was archiving stuff on her local hard drive. That hard drive failed catastrophically. They were unable to recover the emails. And before anyone really knew that this was going to be a target of a congressional investigation, that hard drive was taken out and thrown away because you don’t keep bad hard drives around.”
