At the Oversight committee hearing on Lois Lerner’s lost emails, Elijah Cummings was making the point that the emails being lost by the federal government isn’t something new, that it’s happened before, and he used the Bush administration as an example:

#IRS head John Koskinen says he didn’t tell anyone about missing emails because he was advised not to tell anyone. Think about that claim.

We need more IT questions and how the backup systems work. Emails are official correspondence. They must be retained by law. I worked for 36 years in the federal government. Backups are done daily. Network servers are backed-uped daily and sent off-site to be archived. This is done in case a catastrophic event happens.
If IRS is following federal law on records retention, those emails exist somewhere. If they haven't been following the law, then heads should roll.

So Lois Lerner went to extraordinary lengths to make sure that the hard drive was unreadable. The IT guys at the CI division said “bad sectors” make the information unrecoverable, so they took an item that was pertinent to an ongoing investigation and destroyed it.
Got it. The IRS made a paper trail, in only this case, unlike any other typical hard drive failure, that showed that the drive was beyond recovery, and then destroyed it and scattered the remnants to the winds.
“We determined you should not have any evidence based on our own in house investigation, documented our efforts to cover our asses and then destroyed it.”
It was important enough to document in a special way, but not important enough not to destroy.
