in Brunei, the muslims are also sunni.

it’s all about power and control. Insinuate to the sunnis on the street that the nonmuslims in the country are for gay rights and other western values and voila’ another excuse for extended conflict. From conflict derives power. And Rice pours on the gas.
Brunei isn’t condemned for having a Sadaam-like sultan because he’s sunni (at least for political purposes) and because the press isn’t allowed to print anything about the double-standard in the palace:

Coming out against gays may also have been a survival tactic for the sultan and for Uganda in a pre-emptive signal to ISIS not to target their countries for an ‘arab spring’ ala Iraq.
I see no good purpose in Rice singling out these countries at this particular time.
