The Russian leader has now employed strong-arm tactics to persuade tourists to return to what was once the jewel in the crown for holidaymakers.
A year ago, the famous resort of Yalta was packed with sun worshippers. Today, as it threatens to look like the Siberian wastes, security service chiefs across Russia are under pressure to send their officers on subsidised trips to the region.
Its seizure from Ukraine has sent East-West relations to their frostiest low since the Cold War. State-owned Russian companies are also under orders to cajole employees to forget Greece and Turkey.
Staff are being told to holiday on the peninsula, and provide documentary evidence that they have indeed stayed in its hotels, mostly far less sophisticated than in the Mediterranean, or health spas and Communist-era sanatoriums.
The Soviet-style dragooning of tourists is to avert economic chaos in this summer playground which has lost virtually all its traditional seasonal visitors from Ukraine and central Europe after its reunification with Russia.
While most Russians back Putin in his grab to restore Crimea to Kremlin control, they are not so keen on having their breaks dictated by him. Black-market companies are even offering fake paperwork proving Russians have loyally holidayed there.

Valery Fedotov, a former member of Putins United Russia party, said: I think it will be quite a popular service.
Some five million security service officials, plus other apparatchiks, judges, parliamentarians and different categories of people, are forced to show their loyalty. And each of them will be required to make a report at work on how they spent their holiday.
Ukrainian Foreign Minister Pavlo Klymkyn said: Seventy per cent of the people in Crimea live on tourism. And 70 per cent of all tourists in Crimea were from Ukraine. Now the beaches are empty.
One travel company owner revealed he had gone out of business: My clients were mostly from Ukraine and Germany, and they have stopped coming. Cruise ships no longer sail into Yalta.
Vladimir Kantorovich, first vice present of the Association of Tour Operators of Russia, added: Its impossible to force people to go there, of course.
However, its a different thing when a company sends you on a free trip rather than you paying for a tour to Turkey.
To take advantage of Crimeas empty beaches, there are regular flights to the capital Simferopol from Britain with prices from £167.

Putin’s cheerleader squad should all buy tickets to Crimea. They should put their money where their mouths are and go behind KGB Putin’s new Iron Curtain, and never come back. If they hate the USA and love Russia so much they should get the hell out of the USA and go where their allegiance lies!
Having the guys in black mask and Uzis machine guns checking you in and then the daily strip search gets little exhausting !
And then the daily praying to the Putin statue in the lobby may make things a little stressful!
