Yes, anti-corruption reform were nice to some degree but no justice was ever involved and he used it to arbitrary punish his political opponents and their supporters. Same about economy. He had a nice government buildings and well-paid government employees but the country was still oxacart. He has ruined traditional trade ties of his nation replacing it with direct US aid. All the investment in private sector were caused by a scam, supported by international organizations, propagating Georgia as a kind of new Israel, which was an obvious lie.
