VIDEO: Calif. Officer Beating Woman on Roadside

A cellphone video depicting a California Highway Patrol office punching a woman along the side of a freeway Tuesday evening has the agency investigating accusations of excessive force.

In the video posted to YouTube, an officer is seen punching a woman on the ground more than 11 times in the face. She does not appear to resist, although what started the confrontation is unclear, reports CBS Los Angeles. The video was shot by a driver passing by.

CBS On Thursday, the CHP issued a statement that said: "The California Highway Patrol (CHP) is aware of the video and we are looking into the incident. As a matter of policy, every time there is a use of force by our officers, there is a review conducted to determine whether the use of force was appropriate. That will be done in this case, however, since there is an ongoing investigation, it would be premature to comment on this specific video segment without reviewing the entire incident."

CBS Los Angeles reports that when the video starts, the officer is seen trying to detain the woman. She gets a few steps away from him, but he gets her to the ground.

The officer briefly struggles with her before repeatedly punching her in the face.

After a few moments, a plainclothes officer enters the picture and helps the CHP officer put the woman in handcuffs.

The man who shot the video told CBS Los Angeles that he saw the barefoot woman walking around the off-ramp when he noticed a CHP officer chase her around a truck.

"He just pounded her," said David Diaz. "If you look at the video, there are 15 hits. To the head, and not just simple jabs. These are blows to the head. Blows. Really serious blows. And this is ridiculous to me."

He added, "I find it hard to believe there [was] no other remedy in this situation."

On Friday, Chris O'Quinn, the chief of the CHP southern division, told CBS News the incident would be thoroughly reviewed.

"We're looking at every possibility, every fact, every circumstance that contributed to this situation. And we are going to try to come to just conclusion as to why it occurred," O'Quinn said.

The cop was probably yelling “Get on the ground!” and “Stop resisting!” the entire time.

Not sure about this one.

Just saying. This has been posted already a bunch of times.

The snapshot taken from the video would tend to indicate an issue, but the video itself would tend in my mind to indicate the guy wasn’t really trying to whale on her, but instead just intended to gain rapid control - and considering the location and circumstances those may have predominated in the calculations.

I have caught flack on the other threads defending the guy, but I might as well defend him, because I’m not sure he’s guilty of anything.

Just saying.

I bet she was hopped up on drugs and was a danger. I couldn’t be a cop. You get bit once, you could die of aids.

Pardon me but, that’s just BS. No male worthy of the uniform has to do that. I suspect, but will certainly accept a different view, that what we see here is a sadist capitalizing on an opportunity to live out a fantasy. One thing is certain; this is not licit law enforcement.

Rephrased to “we are struggling to invent a way to justify felonous conduct on the part of our attack dog, we’ll get back to you”

“Just waiting for the police oversight commitee to return a ‘he acted responsibly’ determination, and we do have that rubber stamp at the ready”.

She was resisting and he put a stop to her resisting. Once she stopped resisting he stopped. Not guilty. She was a danger to herself and others. Thank you cop for subduing her.

If she wanted to ‘wander’ out into traffic, there is much more at risk than just her.

The car/with occupants that hits her will suffer. Or that car may swerve/hit brakes to miss her, and precipitate a multi-car pileup.

So officer may be taking swift action to stop all of the above potential catastrophe.

back in my day, we would have prosecuted many of these cops that are getting off with pretty much nothing. Now the video doesn’t show everything to be sure, but I wonder what breed of Prosecutors we have out there now. Fascists?

The context of this isolated film needs to be understood before leaping to judgment. The officer tried to arrest the woman before she evaded him and crossed over the on/off ramp out onto the freeway shoulder where the officer followed her. It is against California law with big fines to walk on a freeway. She again resisted and he subdued the woman (whether he used excess force is another issue). Then a plains clothes Highway Patrol officer suddenly appears and helps to subdue and arrest the woman. This suggests there was a possible prostitution stakeout of a person soliciting on a freeway ramp. And if you know anything about the world of prostitution the woman could have been a man. So now I have painted a plausible context for interpreting the video.

It’s amazing that a man so physically weak he can’t master a simple come-along on a woman can pass the police academy. But, from my observation a lot of weak trash makes it through these days. Too bad she didn’t bring a dog he could shoot to really let the little sadist get his rocks off.

Right because it is so easy to stop on a freeway ramp without someone hitting you from behind. I am sure she chose such a great location to be a prostitute.

Most of the responses defending him on this thread for punching her in the face 11 or more times are sickening.
