While Ukraine was preparing to sign the Association Agreement with the EU, Russia was trying to secure the support of Belarus and Kazakhstan in introducing protective measures against Ukrainian goods.
Moscow failed to convince its Eurasian partners that Kyivs Association Agreement would pose a threat to their economies and had to resort to taking unilateral action for raising customs duties on goods from Ukraine.

None of the other post Soviet countries supported Russia’s invasion of Georgia either.
It seems that Belarus has its own restrictive patchwork of import policies with regard to Ukraine.
A few of Belarus' policies are restrictive with Ukraine based on their own need. But I wouldn't summarize their overall trading policy with Ukraine as restrictive and it certainly isn't punitive.
And the need is for a really economically heathy Ukraine,
which they will be, heavy trading with EU, thus able to
buy Belurus goods and machinery. Ed
Russia is playing chess... They are intentionally distancing their allies from themselves in case they have to sanctions bust.
