DHS: Working Together to Help Victims of Human Trafficking

Today, I was proud to participate in the Human Trafficking Survivor Forum and Listening Session hosted by the White House, Department of Justice (DOJ), Department of Health and Human Services (HHS) and Department of Homeland Security (DHS). During the event, the Administration announced the release of the Federal Strategic Action Plan on Services for Victims of Human Trafficking in the United States, recommitting our efforts to continuing our fight to stop human trafficking and aid victims of this heinous crime.

Jointly developed by the White House, DHS, DOJ, and HHS, this plan highlights the work of our Departments to combat human trafficking, and describes the steps that federal agencies will take to ensure that all victims of human trafficking in the United States are identified and have access to the services they need to recover, including steps to create a victim services network that is comprehensive, trauma-informed, and responsive to the needs of all victims.

At DHS, we work across our missions to combat human trafficking every day:

DHS coordinates and unites these initiatives under the DHS Blue Campaign.

January is National Human Trafficking and Slavery Prevention Month. The Federal Strategic Action Plan on Services for Victims of Human Trafficking in the United States reaffirms the American values of freedom and equality by strengthening services for victims of human trafficking – an important step in continuing our fight for justice.

In January 2014, DHS released an 84-page 5-Year plan to deal with human trafficking including illegal aliens from Central America. The Obama administration and the federal government is not surprised by the current invasion of illegals, they have been planning for it.

Its not obvious that they are talking about illegals who are coming here voluntarily, reading the page at DHS they talk about slaves who are brought here to work involuntarily.

This going on now with these kids is different (seen this discussed on FNC and MSNBC) :

Bennie Thompson, ranking Democrat on the House Committee on Homeland Security, said at a hearing. “The law recognizes that special care is demanded when dealing with the young and vulnerable. Under these laws, the Border Patrol is required to take unaccompanied children who are not from Mexico into custody, screen them and transfer them to the Department of Health and Human Services Office of Refugee Resettlement.

OK, I went right to the 2008 Act

(2) SAFE AND SECURE PLACEMENTS- Subject to section 462(b)(2) of the Homeland Security Act of 2002 (6 U.S.C. 279(b)(2)), an unaccompanied alien child in the custody of the Secretary of Health and Human Services shall be promptly placed in the least restrictive setting that is in the best interest of the child. In making such placements, the Secretary may consider danger to self, danger to the community, and risk of flight. Placement of child trafficking victims may include placement in an Unaccompanied Refugee Minor program, pursuant to section 412(d) of the Immigration and Nationality Act (8 U.S.C. 1522(d)), if a suitable family member is not available to provide care. A child shall not be placed in a secure facility absent a determination that the child poses a danger to self or others or has been charged with having committed a criminal offense. The placement of a child in a secure facility shall be reviewed, at a minimum, on a monthly basis, in accordance with procedures prescribed by the Secretary, to determine if such placement remains warranted.

Sorry about this but reading these is painful(same bill as last comment):

3) RULE FOR OTHER CHILDREN- The custody of unaccompanied alien children not described in paragraph (2)(A) who are apprehended at the border of the United States or at a United States port of entry shall be treated in accordance with subsection (b).
(4) SCREENING- Within 48 hours of the apprehension of a child who is believed to be described in paragraph (2)(A), but in any event prior to returning such child to the child’s country of nationality or of last habitual residence, the child shall be screened to determine whether the child meets the criteria listed in paragraph (2)(A). If the child does not meet such criteria, or if no determination can be made within 48 hours of apprehension, the child shall immediately be transferred to the Secretary of Health and Human Services and treated in accordance with subsection (b). Nothing in this paragraph may be construed to preclude an earlier transfer of the child.

It sounds like Democratic Sen. Dianne Feinstein’s unpassed “Unaccompanied Alien Child Protection Act of 2007.” bill got added to the 2008 Trafficking Victims Act which did get signed into law, according to Byron York.

I am still not sure if the claims about it are or are not true.

OK from the Senate committee hearing this morning Mark Greenberg, HHS asst sec admitted that they don’t ask for legal status of the “sponsor” that they place the illegal alien child with, they do no follow up or tracking, they just tell the DOJ the “name” “address” of the child and that’s that.

Greenberg was asked why they don’t ask the legal status of the sponsor they hand over the illegal alien child to, if the sponsor is an illegal alien themselves they wont show up at the immigration hearing with the child.

It was like pulling teeth but finally Greenberg admitted they NEVER ask.

McCain took Gil to the woodhouse over not being able to take photos and carry a cell phone and that Gil Kerlikowski had overstepped his authority and he couldn’t even talk to the staff and that he viewed that as a violation of his responsibilities and that he wanted the instructions revoked TODAY
