You left out the local church charity option, which I would definitely keep in there. Of course, the pastors would be a lot more diligent about the use of their charity resources, and just might require some behavioral/spending changes on the party of the petitioner. And hopefully a congregational committee is keeping an eye on how the pastor spends Church money on needy single moms, lest they belatedly discover the Church has been funding the keeping of the pastor's mistresses.
