Gov. Rick Perry to deploy 1,000 National Guard troops to RGV

Texas Gov. Rick Perry plans to announce he will activate the Texas National Guard at a news conference Monday in Austin, said state Sen. Juan “Chuy” Hinojosa, D-McAllen.

Hinojosa did not have details of the effort, but an internal memo from another state official’s office said the governor planned to call about 1,000 Texas National Guard troops to the Rio Grande Valley — at a cost of about $12 million per month.

The memo was provided to The Monitor on the condition of anonymity because the information is not yet public.

Troops are expected to enter the area gradually, building up to 1,000 after about a month, the memo said.

The troops will join the Texas Department of Public Safety in its recent surge to combat human smuggling and drug trafficking amid the influx of mostly Central Americans illegally crossing the Rio Grande. Perry, Lt. Gov. David Dewhurst, and Texas House Speaker Joe Straus announced the $1.3 million per week effort last month.

State leaders approved funding for extra DPS troopers to fill in gaps in Border Patrol coverage in the Valley as the federal authorities were overwhelmed with an influx of children and families from Central America. The state officials feared Mexican drug cartels might exploit the situation to move their own drugs and human contraband while Border Patrol attention was turned elsewhere.

Hinojosa said Perry's move smacked of political gamesmanship.

“All these politicians coming down to border, they don't care about solving the problem, they just want to make a political point,” he said.

State officials denied the move amounted to a militarization of the border.

“This is not a militarization of the border,” the memo states. “The DPS and the National Guard are working to keep any drug and human trafficking south of (U.S. Highway) 83 and with the goal of keeping any smuggling from entering major highways to transport East/West/and North.”

DPS officials want to send National Guard troops into western areas of the Valley and the ranch lands further north, according to the memo.

“Smuggling has supposedly according to DPS moved West on the border with an increase in Jim Hogg County," the memo states. "DPS especially wants to apply the Guard in the rural areas to patrol.”

The National Guard deployment — added to the DPS surge — will bring the price tag of troopers on the border to about $5 million per week, the memo said. And the funding source for the effort remains unclear.

“It is not clear where the money will come from in the budget,” the memo states, adding that Perry's office has said the money will come from “non critical” areas, such as health care or transportation.

Hinojosa said the National Guard was not equipped to aid immigrants crossing the Rio Grande.

“They (cartels) are taking advantage of the situation,” he said. “But our local law enforcement from the sheriff’s offices of the different counties to the different police departments are taking care of the situation. This is a civil matter, not a military matter. What we need is more resources to hire more deputies, hire more Border Patrol.

“These are young people, just families coming across. They're not armed. They're not carrying weapons.”

I hope all the Republicans in the House and Senate rise up and go after Obama to Federalize the troops. Texas shouldn't have to pick up the tab for a Federal Border.

Um, that puts Obama in command of the Texas guard. Is that what you want?

Infectious diseases from people simply visiting here was already a problem. Cases of whooping cough and tuberculosis have increased in the past ten years according to the CDC.

You're right, we don't need any more. Hope this will be a first step of many. First priority is to secure our borders, now. Next step will be to maintain them while also applying a strict enforcement of immigration laws already in place. Deportation of people simply over-staying their visitor visas was still occurring within the past ten years. What happened since is just a guess, probably it's partially due to increased illegal border crossings, some political game-playing against ICE and the C-change are country went through when Obama took up residence in the White House.

One step at a time. We cannot afford to look back, we must go forward, but History teaches us all that progress is made one step at a time.

Really? How does he know?

If the BLM can send armed guards to the Bundy ranch over a civil matter then its no big deal to have armed guards at the border.

Yes, it is very frustrating waiting for years for a change. This is just a first step. Though it is a business, never has any State or Local Government functioned as a typical business, or even major corporation. You and I with a whole Army of raging citizens will never change that fact, ever.

Governor Perry is not stupid, nor is he unaware of the many citizens of his State who are fed up. If anyone can change things, it will be Governor Perry who will at least be the first to get the ball rolling in the right direction. And if Governor Perry hasn't already, I know that he can find the means to implement a corporation-type fix which will still seem slow for those who have never worked in government but it will seem lightning quick for those who have worked in government.

Maybe instead of us throwing stones, it's time to instead offer up a prayer for God to give Governor Perry strength and guidance. God Bless Governor Perry.

So much for stopping drug cartels from crossing the border. Will the TX Natl Guard be stopping ALL illegal aliens who attempt to cross the border, OR just the suspected drug cartel illegal aliens? The borders must be closed to ALL incoming illegal aliens, and illegals aliens must be turned BACK at the border, to return to their home lands. Is this what the Texas Natl Guard will be responsible for doing?

Question: Must a militia composed of willing citizens joining forces with the TX Natl Guard, have to wait for a call out from Perry, b/4 they can assemble at the TX border? If Perry wants help, more reinforcements to patrol the border, why is he not calling upon the state militia to assist? Like you said, MaxMax, there IS a silent majority of ex-Marines, Army and Navy ready for the call. So, why isn't Perry MAKING THAT CALL?

Its political, we have yet to know why he waited this long to take the first step. He has State rights and
all the affordable men and materials to back us up. He could also welcome other states
to send troops and reinforcements. He is the Governor and hes not using the resources available.

Then Perry has to be strongly encouraged to use all his powers to include the militias, who are willing. Perry must make use of all his sources...what’s he afraid of? He’s taken the first step by calling up the TX Natl Guard...what’s holding him back from calling out the militias to help??? Texas needs all the help it can get, and the militias are willing and waiting for the word. God bless Perry. May he continue to show courage and strength and do the right thing,by taking the next step and calling out the state militia! Say a prayer for Perry...a prayer for him,is a prayer for us all.

They don't NEED to carry weapons - they ARE weapons. Whether you destroy America's resources and infrastructure with a bomb, or with an unceasing massive financial drain (illegals carrying disease, an entitlement mindset, and a proven record of criminality), the result is the same. No difference.

There are other resources available to the gov, as well, that he should be calling up, like the Civil Air Patrol

He can ask, but that will put another FedGov asset in place whose bread is buttered directly by DHS and DoD.
