These numerous article mistakes show that your native language is Russian or Ukrainian. Probably it's another Slavonic one, I don't know. Well, I can do this job for you:

According to the Geneva Conventions, like a blockade, mining a country’s harbors is an act of war.
The piece isn't about mining harbours, but about mining the waters adjacent to some gas platforms which Russia captured along with the Crimea. So Russia thinks the rigs are in its territorial waters. Ukraine considers the Crimean takeover an annexation, which is an act of war even more clearly than mining a harbour.
