Maybe its time to:
(1) send our Marines to invade Guatemala, Honduras and El Salvador.
(2) make those countries our territories while we civilize them — a bit like Puerto Rico is now. Replace their failed attempts at socialism with never-fail free-markets.
(3) give those territories American-style government to reduce corruption
(4) reduce drug trafficing and other crimes in those territories. Let’s have NO “repeat offenders”.
(5) help their educated classes draft Constitutions that mirror our own, with appropriate checks and balances.
Result: These countries will become new “Americas” that our recent “refugees” will decide they want to go home to.

Reform must begin with a way to insure enforcement. Show us you have the ability to enforce the law.
