Vice President Biden told Vladimir Putin that he did not believe the Russian leader had “a soul” during a visit to the Kremlin in 2011, the vice president said in a New Yorker magazine interview published Monday.
Biden said the incident occurred while he was touring Putin’s office in the Kremlin.
“I had an interpreter, and when he was showing me his office I said, ‘It’s amazing what capitalism will do, won’t it? A magnificent office!’ And he laughed. As I turned, I was this close to him,” Biden said, signaling that the two leaders were standing just inches apart. “I said, ‘Mr. Prime Minister, I’m looking into your eyes, and I don’t think you have a soul.’”
Pressed on if the anecdote was true, Biden confirmed, “absolutely, positively.”

We are supposed to believe that out of no where Biden breaks out a line about whether Putin has a soul.
Was this before or after Biden complimented Russia for their porn? You have to put this event into context.

I am highly skeptical that this might be true.
If it were, Biden would have blabbed it long ago, one strongly suspects.
And, even if it were true, one of the principles of diplomacy is never to publicly insult or embarrass the person with whom you must negotiate. Reprisals just might be another concern.
BTW, IIRC, aren't these are the same Dems who gave away much in defense negotiations to Mister Putin (and his representatives), and had once promised to be more "flexible"?

Putin is a total psychopath who is probably personally responsible for the deaths of multiple people (before he became president of Russia). There simply is NO WAY Biden the Bumbler would have the balls to look Putin in the eye and say something like that, and there ain’t enough booze in the world to give him those balls. Biden probably pissed himself just saying hello.
