They would first have to develop a device that actually works. Then develop an ICBM that goes where it is programmed to go, and be able to travel more than a few thousand miles.

I ‘get’ the “device that works part”, but who says that they will use an ICBM? They might just park the weapon on a ship bound for Norfolk or the Patapsco River Terminal.
