Owners of Dogs that Killed Livonia Jogger In the Country Illegally

The owners of two dogs that mauled and killed jogger from Livonia last week are in the country illegally and have been fighting deportation proceedings for several years, according to media reports.

Now, Albania national Valbona Lacaj, 44, and her Italian husband, Sebastiano Quagliata, 45, may face involuntary manslaughter charges, the Detroit Free Press reports. Their Cane Corso dogs attacked and killed Craig Sytsma, 46, as he jogged past the couple’s Metamora home on July 23.

It was the third attack by the large Italian dogs – mastiff-type dogs the American Kennel Club describes as “noble, majestic and powerful in presence “ – since 2012, Lapeer County Sheriff’s Det. Jason Parks told The Detroit News.

The dogs, which reportedly have an aggressive history, were unattended and freely roaming the neighborhood when they attacked Sytsma. A witness told police that he yelled at the dogs as they mauled Sytsma, and when they didn’t respond, he went to the house to get a gun and fired a warning shot, which deterred them only temporarily, said Parks, adding that consensus among experts is the dogs have a propensity to attack and can’t be rehabilitated.

The dogs are currently quarantined, and the Lapeer County Prosecutor’s Office is recommending euthanasia. That order is expected Friday.

Its unclear whether the citizenship status of the two dogs’ owners will affect criminal charges, the Free Press said. The Lapeer County Prosecutor’s Office is expected to announce a charging decision yet this week.

Quagliata arrived in the United State on a tourist visa in December 1996, and Lucaj gave an immigration officer a $3,000 bribe to grant her political asylum from Albania in 1997, the Free Press said, citing court records. As Lucaj’s spouse, Quagliata also received asylum.

Do they mean that these exact dogs attacked people before and nothing was done (about the dogs or their illegal owners) until they KILLED a guy?

Here is one thing I think the states could and should do on their own.

If you are in the country illegally the penalty for any crime you commit is doubled or trebled.

Rob a store 5 years. Be illegal and rob a store 10 years, or 15.

This happened YEARS ago in San Francisco with some dogs and a fellow apartment dweller. HORRIBLE.
I THINK the dog owners are still in the pokey.

How 'bout this: Illegals get taken to BURMA with a two-way ticket, but NEVER get to see/have that ticket. They get STUCK there. No money, no language, nothing.

Don't sent them home as they WILL find their way back here fast.

They can also be taken to:
Laos, Turkey, China, any African country...all the "garden spots" of this world. The keeper sets them free on the streets there: BYE-BYE and LEAVES them there.

I hope they’re still in the pokey. IIRC one or both of the owners were attorneys and from the trial it was inferred the dogs were more than pets. It was horrific and the woman looked like she could care less.

First the dogs should be put to sleep and the owners prosecutors.

I posted that quote because it sets off red flags that their “experts” are animal rights wackos not people who deal with training dogs. The only dogs I’ve seen (40 years in dogs) that can’t be rehabilitated are epileptic dogs that attack in a rage state and those that are extreme fear biters.

Animal rights wackos believe that all domestic animals should be dead. They routinely argue that all dogs are too dangerous to own. They’ve even tried to have language written into law that any animal with teeth is dangerous.

Personally,I’d go with a 12 gauge and OO buck.

While I think you are right on caliber selection, the real issue is hitting the dog with any shot while it is biting your shooting hand and breaking all the bones in that forearm.

The only way I see to accomplish this is to shoot the dog before it gets close enough. This is way outside the 7 yard range for a man with a knife, maybe 10 yards.

Who is going to back me up legally if I shoot a dog who growls at me from 30 feet away?

Nice idea, but I just imagine that it runs afoul of the equal protection clause of the Constitution. And even if it didn’t, some RDDB judge would say that it does and commute the sentence before it starts.

Well, a lawyer did tell me (in those early days after 9/11) that ALL are subject to the protection of the constitution, whether they are citizens or not.

That sort of annoyed me at the time, and I’m not sure she was correct, since we were discussing an article re: military tribunals that was written by lawyers who were much more prominent than she.

So, I’m not sure, we need to ask some lawyers I suppose.

I think if it were crafted properly it might hold up.

I think there there are exceptions for those captured “on the field of battle.” I further believe that the problem in the ME is that the Geneva Convention deals with soldiers of a nation or state, but the muzzie fighters were not uniformed soldiers so the lawyers got into a pi$$ing contest over the “legalities” of this particular situation.

I knew I would read a story like this one day. The Cane Corso was an awesome breed that was unknown to most Americans until late 1990’s. Then it's popularity exploded and there were hundreds of breeders instead of just a handful. When I bought my first Cane Corso in 1995 there was only about ten breeders in America. Today there are people breeding for aggression and size. They are ruining a breed that had natural instincts to protect the family. They are a muscular and agile version of the Mastiff that doesn't drool.
