It could not be “stamped out” unless there were massive quarantines—an entire city, for example.

We should shut the borders to anyone coming from West Africa, until they have been held in isolation for three weeks (the incubation period).

Plagues have to be treated with ruthless efficiency—once they escape, it’s too late.

(Recall the flu plague of the 1920s—millions died. Think it can’t happen again?)

Of course, a national plague threat could be a reason for forbidding public gatherings—in November, for example...

They have in the past held quarantines of villages at 42 days from the last patient.

So that gives you a best guess for the amount of preppers stuff one should have on hand...

How many people can stay indoors for three weeks? Most people don’t have three days worth of food or water at home and you want a quarantine them. They’d starve to death.
