If the Commander in Chief is incompetent and actually adheres to policies that are contrary to the well being and very notion of an American nation, it matters little what resources he has. For instance if you have the most efficient, dedicated and fully resourced border patrol, but you order them not to engage or pull back, they will be ineffective in sealing or defining a border.
Depends on what he wants to use those “resources” for, of course.
On the other hand, if there are no resources, even a competent "replacement" is behind the eight ball....
