To me this shows that it is not a racial thing. It happens to all races. These figures however do not show those thought "murdered" by police. I have not yet located data for recent years.

That’s the message. Negro people will be held to a lesser standard. In any confrontation between people of the Negro and Caucasian backgrounds, the Caucasian will have the burden of proof to show that whatever force used against a Negro person was justified and proportionate to whatever threat existed.

Burden of proof will be on the Caucasian person to show that there was a threat in the first place, as the presumption will be that the Negro person was simply going about his business and was accosted and threatened first by the Caucasian person.
