Of course, if the government said that it was a Chinese attack (if it actually was that), that would interfere with the free-trade-uber-alles agenda.

Sun synchronous, around 98 degrees inclination -The "sun-synchronous" part had me puzzled. Still does a bit. Although I was a civil engineer, not too much orbital mechanics other than simple ephemeris data for azimuth observations and navigation are ever required in that discipline.
I believe, now, that the difference between Sun synchronous and regular polar orbits is that a) pretty much most of the earth is covered, and
b) when it repeatedly returns to over any specific area it does so at the same local time of day.

Its obsolete technology, if anything they used our own satellite for target practice.
That was my first thought...in addition to performing our own laser capabilities demo to certain foreign eyes.
