Dominican Republic is located right next door to Haiti and is sucessful due in large part to tourism but it has a pretty high level of corruption.
Batbados is also successful due in large part to tourism and offshore banking to help people hide wealth but only has a population of around .3 million.
Both have heavy drug traffic and high crime rates in regard to robbery and theft committed against tourists. Both are British established colonies.

Even then, the ticket holders were on edge from having to wait hours for legitimate entry to an "art form" known to appeal to those towards the lower end of the civilization scale.

Well, you didn’t see State Police cars on fire. They would have opened fire with live rounds to prevent that.
Many years ago the city of Camden NJ asked for help with policing; they simply had too much crime, and had sections of the city in which their own police wouldn’t enter. The NJ State Police went in, and were pulled out after a short time; they had too many justified shootings.
