Former Harrisburg Mayor Stephen R. Reed was charged Tuesday with a battery of theft, fraud and bribery charges that, if proven, would stamp corruption in indelible ink on the Reed Era.

They would also likely put Reed, who has been out of office since January 2010 and has indicated his intent to fight for vindication, in jail.

The 65-year-old Reed was arraigned before Magisterial District Judge William Wenner Tuesday on charges that go right to the heart of his longtime role as benevolent dictator of Pennsylvania's Capital City.

I knew he had to be a democrat since his party affiliation wasn't mentioned.

MSM "journalism" rules:

  1. If a black criminal commits a crime the race is omitted from the description.
  2. If the criminal is white, then race is mentioned
  3. If a democrat commits a crime no mention of party affiliation is made
  4. If a republican commits a crime, the party affiliation is mentioned at least once, and several times if possible.

Did Democrat Reed use bond issues to finance the city's projects?

REFERENCE--A muni-bond expert recently exposed bond financing schemes (in Chicago) as a house of documents to uncover taxpayers paying billions for greedy politicians' shady financial legerdemain: including using long-term financing to cover day-to-day expenses, using bonds to pay pension obligations, and, misappropriating returns from the interest rate swap portfolio as an “ATM” for the city.


Bonding is eternal taxation----the insider deals bonding companies made w/ shady pols to get bonding business would tell a tale of greedy pols accumulating riches through massive govt corruption.

If these bonding deals were effectuated by way of referendum at the ballot box----and misled investors into buying tax-fee muni bonds----the SEC would be interested.


Massive govt corruption might include forgery, falsification of official records, fraudulent state budget entries, tax evasion, illegal wire-transfers, misuse of public office.

Tax-exempt municipal bond investors (including public education bond investors)-- have legal grounds to sue if they were deceived about deceptive bond offerings. In many cases, bond issues are approved by voters---at the ballot box--so that voters may have also been misled WRT uses of fraudulent bond offerings.

Also culpable are:

<><> bonding companies underwriting possible fraudulent bond issues;

<><> banks holding possibly fraudulent bond proceeds;

<><> State/city's modus operandi in allocating tax-exempt bond proceeds,

<><> the sub rosa acceptance of bond proceeds.

<><> state/city vendors accepting possible fraudulent bond proceeds.

<><> publicly-funded state/city agencies advocating the uses of fraudulent bond proceeds.


The SEC, FBI, banking overight agencies, and the IRS, would be interested in the activities of state/city entities WRT bonding.

EMAIL Banking oversight agencies


Taxpayers should find out which banks are facilitating this.
<><> Which banks are designated the repositories of municipal tax dollars.
<><> Which banks are dispensing tax-exempt bond proceeds.

The Bank Secrecy Act should be mobilized----to follow the paper trail and determine how monies changed hands; to determine the scope and dimension of collusion in sub rosa deals and who might be personally profiting.

NOTE WELL Under the Bank Secrecy Act, banks are required to establish, implement and maintain programs designed to detect and report suspicious activity indicative of money laundering and other financial crimes. “The Bank Secrecy Act was enacted to protect the public from harm by identifying and detecting money laundering from criminal enterprises, terrorism, tax evasion or other unlawful activities,” the special agent in charge for Internal Revenue Service Criminal Investigation, explained.

Shady banking transactions could be prosecuted under the (1) Bank Secrecy ACT, (2) RICO, and, (3) the Hobbs Act.


<><> L/E should get ahold of: (1) copies of Reed's checks, (2) wire transfers, (3) account statements, (4) invoices, (5) bills, (6) delivery tickets, (7) correspondence including snail mail, e-mail, mobile devices, cell phones, (8) contracts, (9) loan agreements, (10) other account books or official records.

L/E should also explore (a) monies paid to brokers, sub- brokers, (b) Reed family members, (c) mortgage brokers, (d) financial managers, and, (e) real estate agents, brokers, and developers.

<><> L/E should scrutinize bank accounts for suspicious activites: (A) large deposits, (B) funds transferred from one account into another, (C) frequent requests for withdrawals.

<><> Bank records might also show diversions to secret LLC accounts, to money launder and to operate personal ventures;

Tax fraud may also be a factor, facilitated by withdrawals, gift cards purchases, credit card purchases and intra-bank transfers from legal bank accounts into personal accounts, or redistribution schemes.

<><> A huge tipoff is whether bank withdrawals support and luxurious lifestyle including payments for real estate, investment and stock holdings, jewelry, luxury vehicles, resort travel....... and gifts from luxury outlets.



SUBJECT: Collusion, conspiracy, bribery
IN RE: financial irregularities
REFERENCE: govt fraud, falsified documents, wire transfers, accounting fraud, etc.

NARRATIVE Taxpayers demand to know the scope and dimension of multiple conspiracies to collude in sub rosa deals to personally profit and/or to facilitate redistribution schemes.

OF INTEREST TO LAW ENFORCEMENT The FBI should interrogate individuals in the Reed administration for evidence of multiple schemes to falsify official documents to further fraudulent schemes, and the filing of official documents that were falsified. The FBI should investigate any and all official documents submitted by the Reed administration for falsified entries.

Crimes might include--govt fraud, conspiracy, collusion, falsifying official documents (a felony), money laundering, tax evasion, extortion, theft, misuse of public facilities.

Examine Reed's tax returns with a fine-tooth comb.....particularly entries for "interest income."

Another rule: if the suspect is a prominent Democrat, an explanation of sorts for the alleged behavior is inserted into the story.

On the other hand, if the charges are purely political and involve a Republican (Delay, Perry, et al) no mention is made of it.
