So we have a story about a guy who is living in a homeless shelter and is hired as day labor for a few demolition jobs.

Instead of being happy to have a job, no matter how temporary, he starts to complain and cause trouble.

IMHO, hiring day labor from a homeless shelter instead of hiring illegals should be encouraged, not penalized.

Hiring from a homeless shelter is all well and good, if they follow the law.

If he is a private contractor, he comes and goes at his own pleasure, among other things. If, however he is hired on an hourly basis, he is an employee. Employees have certain rights, as well as responsibilities. One of these rights is the right to be paid for hours worked. The company can not arbitrarily dock his pay $100.00 for being late. Their right is to dock him for hours missed, or to fire him.

As for working on a military base, he may be due wages governed by the "Davis-Bacon act". Davis-bacon wages are set by the Fed Gov at the prevailing wage for that area for each trade he worked .

Gippo contractors try to call their employees "contractors" to avoid paying honest wages for jobs.

The State has done it's job and ruled him an employee. Now the fed needs to determine whether "Davis-Bacon" requirements were met.

As far as him being in a homeless shelter, it doesn't matter. If he does the job he is due his wages.
