But since Bush knew we were going to be attacked by bin Laden (August 6th 2001 Presidential briefing) and that commercial airliners might be involved in some way, he was negligent in not putting security on alert and having contingency plans in place.
In this report, the only mention of airliners (last paragraph) is a reference to hijacking an airliner for use as a negotiating chip in extracting a terrorist held in prison ... There is not one word or even an inference to flying a commercial airliner into a building.
