I worked on both of Reagan's winning presidential campaigns.
The characters are displayed properly on the forum front page, and improperly on the thread page. This leads me to conclude that the data entry and data storage are not the problem but that the program which retrieves the data from the database and prepares & presents the thread page contains an error. Perhaps there is a problem with how the data is retrieved or some work variable is defined incorrectly. I'd compare the program which produces the forum front page with the program which produces the thread page.

The issue is with the copy and paste. Special characters such as the apostrophe donât transpose correctly. Easiest fix is when pasting the text, go back through and delete and manually type any special characters.

Exactly right. And, once you’ve done that, hit the preview button and anything you missed will show up. In the “preview” pane in my comment session, in the 2nd sentence, the word after the word ‘apostrophy’ should be ‘don’t’ but the apostrophe was not corrected by me. Normally, I’d delete that “copied” apostrophe and replace it with another apostrophe. Since the replacement apostrophe was not copied & pasted in but instead keyed in, it will be good.
I’m not replacing the copied & pasted apostrophe so you can see it “uncorrected”.

Reagan was my first vote. and, no - I am not wrong. Set aside his stump speeches and look at his record. You will not find a Conservative.
Ok, so I exaggerated when I said all the neighborhoods were filled with liberal fruitcakes, just most of them around the colleges where the faculty live. As I did say though, my wife and I enjoy the shops and restaurants and driving around looking at the older homes. I didn’t mean to slam your home town.
You really weren't old enough, when Reagan was elected, to know everything about him, nor get the full treatment, since I am assuming that you were still in school.
To his dying day.....Reagan praised and revered FDR.
As a governor, he was all for abortion.
Nobody is perfect, but it helps, a LOT, to look deeper than headlines. Trump is an old fashioned CONSERVATIVE. Even Reagan praised him. Trump and father supported Reagan! He is the man we need, at this time.
I'm not saying that Cruz isn't a Conservative; just that this is not his time.

Looks fine to me:
The problem occurs whenever someone posts content containing Unicode outside the 7-bit ASCII range (curly quotes, em-dashes, foreign characters, and special symbols). The browser uploads the special characters as multi-byte UTF-8 sequences, as it should. However, instead of simply passing the UTF-8 unmolested, as it should, the server translates each byte of each multi-byte sequence into its own special character, resulting in the garbage we are seeing.
Example: The right single curly quote is U+2019, which is encoded in UTF-8 as tbree bytes: E2 80 99. The FR server mangles that input into three special characters: U+00E2 (Latin small a with circumflex), U+0080 (euro sign in Latin-1), and U+0099 (trademark symbol in Latin-1).
Despite the server's mayhem, no information has been lost. It is possible to reconstruct the original input from the mangled characters. I have user scripts that deal with the mess. Click here to see pages with the mangled characters restored, and here to post non-7-bit ASCII legibly.
It’s fine, conservatives here in California are used to getting slimed by extension because of the liberal nitwits who are destroying our state. People don’t realize there are millions of conservatives here in California that hate the dems and are fighting against them tooth and nail.
