State Pulls the Plug On SIPRNet (2010 Time article on Wikileaks)

Late last week, after Secretary of State Hillary Clinton informed the White House of the likely fall-out from the WikiLeaks cable dump, the White House came back with a question: "What's our corrective action?"

Clinton's undersecretary for management, Patrick Kennedy, had a simple suggestion: pull the plug on SIPRNet, the classified DoD network that PFC Bradley Manning reportedly used to download the cables from State's inhouse classified database. "The White House said do it," says a senior administration official.

The publication by WikiLeaks of more than 250,000 diplomatic cables, many of them classified, is forcing an administration-wide intelligence retrenchment as agencies reconsider how to balance the need to share with the need to know...

Post 9.11 the imperative from Congress and the White House was to break down the "stovepipes" that prevented sharing across the so-called intelligence community--the sprawling collection of intelligence offices in more than a dozen different agencies across the U.S. government and around the world.

At State, they created the "Net-Centric Diplomacy" database or NCD, where State stored classified information up to the top secret level. Agencies across government had access to that database through their own secure networks. In DoD's case the network, created in 1995, was called the Secure Internet Protocol Router Network, or SIPRNet.

Manning jumped the air gap, But PIAPS' lap dogs did the same thing on TS SCI computers a year before.

So the dumb government closes the barn door after the livestock has long left on SIPERNET.

I should have mentioned Hillary Clinton in the headline.

I thought this information was interesting, since the article talked a little about the secure networks.

And here was a breach of the network where a lot of info was stolen from Hillary’s State while, unbeknownst to the public, she was storing Classified info on her home-brew secret server, never intending for us to ever know she’d put national security at risk.

Just so she could keep her own personal secrets “top secret.”

I’d like to see polls on how much of the public believes she was up to no good with her private server.

he didn’t have access to SAP level documents.

I’ll never forget visiting the CIA building shortly after the Aldrich Ames affair had broken. The briefing room we were using was down in the basement. We walked by pallet after pallet piled high with 3 1/2 inch floppy drives taken out of computers in the CIA. So they literally piled up the barns after the horses had left the building.

IOW, the Executive and State Dept don’t want DoD access to their networks because their ulterior motives might be compromised.

This is not a great source but this is what I think I was hearing about...

NSA Whistleblower: Snowden Never Had Access to the JUICIEST Documents

Now in that world - the ECI/VRK world - everything in that system is classified at a higher level and it has its own computer systems that house it. It's totally separate than the system which Mr. Snowden was privy to, which was called the "JWICS": Joint Worldwide Intelligence Communications System. The JWICS system is what everybody at NSA has access to. Mr Snowden had Sys Admin [systems administrator] authority for the JWICS.

And you still have to have TS/SCI clearance [i.e. Top Secret/ Sensitive Compartmented Information - also known as "code word" - clearance] to get on the JWICS. But the ECI/VRK systems are much higher [levels of special compartmentalized clearance] than the JWICS. And you have to be in the black world to get that [clearance].

ECI = Exceptionally Controlled Information. I do not believe Mr. Snowden had any access to these ECI controlled networks). VRK = Very Restricted Knowledge. I do not believe Mr. Snowden had any access to these VRK controlled networks.

I guess the question now is did Hillary have any of that "juicier" level stuff on her server?

The code words and caveats that have been released about what Hillary had are all JWICS level stuff, with special access requirements. That is, the stuff is physically on the servers but in folders with special access control. If you aren’t read in, the the folders don’t even exist for you to see.

Did Hillary and her aides take information off the networks similar to how Bradley Manning did?

It couldn’t be taken by just forwarding an email or simple cut and paste, correct?

Nope.

(But that what ‘dumb’ hellary lets on that happened.)

Separate computers, separate physical networks and connections.

And a lot of special protocol, like no USB drives, CDs or DVDs must be numbered and accounted for, and more.

They had to transfer the data to some kind of removable media. Either burn to CD/DVD or USB Drive. I believe that a lot of this happened before the French guy plugged the USB with the virus into a classified system, and the USB Drive became a thing of the past.
