That was an inadvertent grammatical error on my part. You could say either that Republicans in Congress have been effective in going after Hillary, or that Hillary was adversely affected by the persistence of certain Republicans in Congress.

They probably think that the FBI really has some credible evidence against her and they don’t want all the negative publicity that will be coming out.
