Buy a good generator, snowblower, and battery powered basement pump and learn to use them all. Don't ask me how I know.
Just remember that wherever you move to, you’ll stil be paying for this nonsense. CA may liberalize the eligibility, but roughly 90% of the funds are federal dollars.
