The last entry in the 2012 Convention Rules is:
RULE NO. 42
Temporary Rules
Upon the adoption of the report of the Convention Committee on Rules and Order of Business, Rule Nos. 26-42 shall constitute the Standing Rules for this convention and the temporary rules for the next convention.

The current rules applied to the 2012 convention and are the official temporary rules for the 2016 convention. They will be rewritten before the convention, but too large a deviation would look corrupt because it would be corrupt.
