What is unambiguous about the phrase “all legislative powers herein”? Of course it is the president and his minions in these unconstitutional executive departments making law and Congress rubber-stamping it, which is exactly what the USSR did (Politburo to Supreme Soviet) and what Red China does today (Politburo to National People’s Congress).

The recommendation clause in Article 2 Section 3 does not give the POTUS power or even ability to propose legislation. Doing so is destruction of separation of powers. Furthermore, faithful execution of the laws per the same section is only within the context of laws properly passed and not according to presidential whim or reinterpretation.

Correct.

Half a century ago, Pennsylvania Senator Joseph Clark wrote a book titled Congress, the Sapless Branch. He suggested amending the Constitution to give the president the authority to propose and enact law that could only be overturned by a majority vote of both Houses of Congress. He allowed that this might be a bad idea "if a right wing president were even elected."

Fortunately, his book came and went with no impact.

All anyone needs to do is read the Constitution - Article II, Section 3. Do you have a problem with this source? Same material but SOURCED!!!!!

He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.

Citing the Recommendations Clause again as the right to actually propose bills to Congress? Fail.

And no, it’s not the same whatsoever as what that unsourced opinion on Wikipedia says. Executive-branch departments were never conceived at the time the Constitution was written, and their existence turns the branch thereof into an unconstitutional politburo.

There is - in your words - a “Recommendations Clause” in Article II Section 3? Interesting.

Is there a full moon tonight? Congress is Congress - no mention of legislative here so why is that your argument? “Give to Congress - and recommend to their consideration” seems like pretty clear English to me.

Repeating the same thing over and over as if it means something else is not helpful, with all due respect. I agree that there is no mention of legislation there; however, it is blatant that these executive-branch departments are legislating and that these clauses have nothing to do with their actions. And Congress does not always act as the rubber stamp; quite often, these politburo-like entities act on their own.

I do appreciate your respectful replies. No harm done. So much better than some of the replies I’ve seen from freepers who disagree with one another on any given subject. Especially now. It’s gotten pretty brutal at times and we still have a long hot summer to get through yet. Yikes!

I don’t disagree at all that there is “overstepping bounds” going on quite often from the executive branch. More often than is comfortable or right. All we can do is hold our breath and hope it will soon get better.
