Makes sense though it does not entirely preclude an instance of self defense.

You could be carrying illegally and still kill justifiably in self defense.

However even with a handgun, in Texas, there are several places where a person may possess a handgun legally without the benefit of a Texas Concealed Handgun License (CHL). These places include:

A person’s residence or other real property under their control.

A person’s private motor vehicle or watercraft if the handgun is concealed, and the person is legal to possess a firearm, is not a member of a street gang, and is not engaged in the commission of a crime greater than a Class C misdemeanor traffic or boating violation.

A person engaged in lawful fishing, hunting, or other sporting activity on the immediate premises where the activity is conducted, or is en route between the premises and the persons’ residence or motor vehicle, if the firearm is a type commonly used in the activity.
While storing a loaded firearm, it must be in a place which cannot be accessed by a child under the age of 17, or secured with a trigger lock if there is reason to know that a child under 17 may gain access to the firearm.

Mesquite was the city where a policeman offered to shoot me because I pulled off to the side of the road (so he could give me a speeding ticket) in a manner that he disapproved of.

I had pulled to the shoulder rather than the center divide, for officer safety, as per my training.

His exact words were “That’s a good way to get yourself shot”.

What a rube.

Hey, I did that exact maneuver once, when an irate dude beat on my car as I was dropping my baby off at daycare: Had the wheels cranked hard, and in reverse gear, and when he got to my door I floored it. Front of my truck went sideways into him, knocked him back a few feet, and since he was right near me I got a great look at his face that I will never forget.

He went from "I'm going to kill you" to "please don't hurt me" in one second. I actually felt bad for him. I saw later he damaged my truck with his bare fists.

I was embarrassed because all the teachers at my child's daycare saw what happened. I was the talk of the town that week.

I looked at a few Texas gun sites (sorry), and that’s a strangely worded law. (Aren’t they all.)
I sounds like you can carry a concealed handgun, without a CHL, IF you are the owner or operator of the car, but not as a passenger.

The fact he pursued the car was threat 1, reaching into the car was threat 2. Reasonable fear of bodily harm, that is all that is needed. Two for two, good shooting, goodbye tough guy!

I think that there might be more to the story..who knows?
