According to this graphic from the National Hurricane Center, Florida has seen hurricane force winds from Vero Beach to St. Augustine Beach. In reality, no coastal stations have reported hurricane force winds at all.
Likely they caused their own deaths by working themselves up into a panic.
A) The “dirty” side of the storm (right side) will remain out to sea. This contains the most destructive winds and precipitation.
2) The eye appears to be remaining out over the ocean. The storm surge should be very limited, as this hugs the eye.
The coroners' reports should state causes of death as "suicides", i.e., willful failure to get out of Dodge before sunset.
