This is my conclusion as well. How does a private party get thousands and thousands of emails? Only an intelligence agency has that capability (can you say NSA). This is also why the intelligence agencies jumped on the absurd Putin Did It scam. It gives them cover.

His credibility was dubious, but he correctly predicted a vast wave of high-powered congress critters would retire to “spend more time with their families.” Patsy Schroeder, Sam Nunn, Bill Bradley... Even Bob Dole, while he was half-heartedly running for president. Scores and scores bailed between 1993 and 1996. It was unprecedented and has never recurred. Mostly Dems, because Republicans weren’t worth bribing back then. Hayes claimed they had been presented thick manilla envelopes detailing all their offshore banking activities, bribery connections and other corrupt practices and told to resign or face prosecution. They all opted to leave.
The only publication to pick up on this at the time was a tiny magazine called Media Bypass.
