Slavitt’s pile of regs, which will increase dramatically from now to Jan 20, covers millions of situations. But where is the Fed reg that says a Medicaid member must be alive. Please point it out to me.

And the insurance companies don’t contro who is and is not a Medicaid member. State governments control that. And often, a different state agency controls membership from the state agency that administers the Medicaid program. You sign up with the State Dept of Human Services. But the program is administered by the State Dept of Health.

The Fed Regs and disposition of Fed money are designed for the States to build silos that do not talk to each other. The Feds are constantly threatening the states with loss of money if the states even mention the possibility of goin outside the silo to which the money is dedicated.

There is a lot of turf war in DC between the various bureaucracies.
