Keep in mind that any traffic violation that is prosecuted under one of these red-light camera programs has a complaint that is signed by a real human being — either a police officer or a representative of the company that is contracted to run the program.

So the solution was to pay a $20 million bribery to settle a bribery scandal. Makes sense.
