What if the outside counsel was Mark Levin?

No one with credibility could ever accuse Mark of being in the tank for Trump. However, I do not have confidence that Mark will not milk this project as much for himself, as for 'right'. Especially with Ted Cruz leading the charge as investigator in the Senate... I do not trust either of these two...

They would go more ballistic if the investigation was solely in-house. Presuming that Sessions’ internal investigation discloses some huge problems, it would be far better to have an objective, third party investigate it to provide more credibility publicly.
