As an independent IT contractor now and previously an IT manager in a huge US company, the best H1-B reform is to fix and remove the regulations around hiring and firing legal residents.
H1-Bs are often abused. They are often used to pay less. But many companies pay more for H1-Bs to avoid all the crap and potential lawsuits/fines that go with hiring and firing US residents. Contract companies who provide H1-B workers rake in the money because the workers make less and the company they do work for pay more. Make it easy for companies to hire direct (full time or contract) and the middle-men raking in the money aren’t as needed.
It would also help if recent college grads had good work ethics and did what they were assigned rather than what they think is best. It’s not a majority who have this problem, but firing employees is a problem so you don’t want to have to fire 5-10% of your new hires (especially if they’re minorities). It’s a risk for both companies who need IT workers and would hire them direct and IT contract companies. Having 1000+ IT workers is a massive regulatory headache for HR and legal (and managers).
Well, he is not raising the cap, which is good, and two, the “pay to play right away” process is nixed. Slow progress but progress.

Occam’s Razor answer is that they just don’t want the economic disruption right now that a cold shut-down would likely bring.

More than disappointing. It's disloyal to the base. Isn't this one of those issues President Trump could get approved with bipartisan support? One can't help but suspect that the "Republicans" who lied to get elected don't want this to come up for a vote.

This rhymes with other things that Trump has been talking about. He wants to separate the good/beautiful from the bad/ugly.
That said, the bad/ugly had better watch out here.
This grinds my gears. The DC cartel lives on cheap labor.

This was not a win by “sop to the right” — in fact some rightists turned up their nose in favor of figures like Cruz.
Some of these foreign firms are overly sharp dealing. I learned this the hard way when my health fell on hard times. The face of corporate in an Indian run firm was a Hispanic person, one that I might not necessarily expect to have a huge bias (though it is possible).
I wanted to avoid suing because my manager was personally trying to be lenient. But I think I’ve hollered enough in his ear since, that he ought to know that he should strongly consider jumping ship to a better environment. If they cut him off at his knees like this, they will do it again. When I found this impinging on my UI eligibility, I reached the point where I said their corporate is being LOW about it.

He doesn’t get angry in a rush. He waits till everything is considered and the situation is evaluated as well and truly having gone south. But then he acts, and keeps acting till the problem is well and truly addressed.

I'll respectfully disagree. Kasich and Portman, two of the most disloyal-to-the-base pols there are, didn't even vote for Trump, and they're proud of it. They're totally bought and paid for by cheap labor globalists.
Yet, OH went to Trump by beyond-wildest-expectations. Why? Trump ran heavy on US jobs for US workers, with US workers getting first chance at H1B jobs. That support for the down-trodden US worker is what generated surprises in Michigan , Pennsylvania, and Wisconsin. That's the election.....US workers and communities that have been decimated by the loss of jobs, both from outsourcing and H1B labor.
