I’m sure that he would like to crack down, but he is politician enough to know that there is a powderkeg of pressure built up, that could blow up in his face, if he is not careful. He is particularly stepping carefully before the referendum next month (if he wins or steals that, expect the hammer to come down on that lady and her company).
Also, if he doesn’t manage things well, he risks brain drain and capital flight rupturing into a flood out of the country.
