Don’t agree with the title; am happy ND did this, anyway!
Carrying a concealed weapon of any kind has been unlawful for a very long time. Maybe from common law times?
If you wanted a weapon you carried it openly. Hiding it implied you may be planning to do something evil with it, like rob someone.

Shoulder holsters go back a long way so I don’t know about “customary.”
But when you say “Hiding it implied you may be planning to do something evil with it,...” you are suggesting that someone’s intent can be judged by appearances. Or in this case, a lack of appearance. That smacks of thought crime.
