While a federal watchdog like the EPA is arguably a good idea, patriots are reminded of the following.
The states have never expressly constitutionally delegated to the feds the specific power to regulate, tax and spend for environmental protection purposes.
In other words, the corrupt, post-17th Amendment ratification Congress wrongly established the constitutionally undefined EPA with stolen state powers imo.

”From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. So with all due respect to Gov. Whitman, instead of politicking politically correct excuses in defense of a source of unconstitutional federal funding, she needs to do the following.
Whitman needs to work with Pres. Trump, Congress and the states to propose a Trump / Whitman environmental protections amendment to the Constitution to the states. And if the states choose to ratify the amendment then Trump and Whitman will be heroes and Congress will have the constitutional authority that it has always needed in order to regulate, tax and spend in the name of environmental protections.
