The failure to recognize Jerusalem as Israel goes back to ‘47 and ‘49 UN resolutions honored by the US. Israel de facto control over West Jerusalem was acknowledged, but Israel sovereignty over even West Jerusalem has never been accepted.
I predicted months ago that the U.S. embassy would not be moved to Jerusalem until the final legal status of that city is determined. As a real estate guy, Donald Trump knows the importance of sound governance and clear land titles better than anyone.
This, by the way, is really how the U.S. government has typically dealt with disputed territories over the years. There was a similar dilemma with the U.S. embassy in Berlin during the Cold War when the city was partitioned.

My friend who works for the State Department tells me that They had already identified the location and it is already set up with required security- the current Consolate General office in Jerusalem.
It s a large, highly secure compound that has been ready for the move for quite some time.
