Fresh as in not processed (canned) or cooked I expect. Probably frozen, though sides of beef are often kept a couple weeks in cold storage before butchering.

Europe bans the importation of US beef because of the high rate of bovine leukemia in US cattle. Its mostly politics for that to keep the US beef out of Europe. I’ve seen cases of contaminated South American beef at the Miami port of entry that contained viruses that would be devastating to the US cattle industry. This is serious business.
