Well...the fighting age males at Chosin were mostly born in the late 1920’s in Kuomintang China when no such policy existed.

And ChiCom human-wave attacks even if they failed to achieve victory left the Mao regime with fewer mouths to feed.

Anyway, “We grow ‘em faster than you can kill ‘em” is a Chinese strategy going back millennia.
