Visited Vietnam earlier this year. From what I was told by English speaking guides corruption is rampant, any one wanting to do business knows that influence has to be bought, at the local level & all the way up to the top. Grease palms and you can fast track business licenses, building permits, etc..
Just like 90% of the world.
