Back when I had a land line, I got so tired of receiving calls from "Heather from Account Services" than I called the sheriff's office and the local FBI office and asked them what could be done. The sheriff said that they assume all these scam callers are out-of-country and therefore, they can't do anything. The FBI guy I spoke with said that what these scammers do (i.e., stealing personal information like social security and credit card numbers) is perfectly legal—up to the moment they actually steal money from you. Until that point, they can't do anything.
Sometimes filing a local police report doesn't do anything, but is necessary as a formality for escalating the matter. I.e., a federal complaint form might want the serial number of your report filed with local law enforcement.

As a SysAdmin myself, I thoroughly appreciate what you're doing to hold these cretins at bay -- it's tough with an enemy you can't see.
Meanwhile, BTW, I'm not seeing any issues to speak of, from Upstate NY. Occasionally a slight rendering lag, but well within normal range. You must be doing a great job of knocking those suckers out!

I’ve noticed for the past week or more that FR does not respond when I am running my Private Internet Access app. But it runs fine when my real IP address is not concealed. Is this part of what you’ve determined is necessary in order to thwart the hackers?

Two cents: My kid’s biz got hit with DOS attacks so he ended up banning entire ranges of IP addresses.
Maybe do the same then individually white-list anyone who complains they can’t get access?
