We’ll just as someone with a pricey house has more than one means of securing their home/property. I would think a multi-million dollar ship would, too.

Sure, it does, and surface contacts are generally detected by radar before they are sighted by lookouts.

My point was that the lookouts should have backstopped the radar as the final line of defense.

For that matter, the OOD and JOOD should have seen it themselves.

Crashing a ship isn’t a ‘learning experience’. Anyone want to fly in an airliner after the captain crashed one (and was at fault)? Some things don’t need a second chance. Command is not a right.
