Yes; there’s nothing in the Constitution about it. It appeared unilaterally and outside of the legislative process too, by “resolution”.
President Trump could recite the Lords Prayer and the progressive left and their media sluts would criticize him.

Always interesting to study what a lie looks like on Paul Ryan’s boy scout face, knowing very well that he wants, more than life itself, Trump run out of office tarred and feathered.
But Ryan will quietly encourage everyone else to censure Trump. He is the snake Trump spoke of but didn’t seem to recognize.
